** June 28, 2010 - One hundred and sixty-two cases of oil spill exposure-related cases have been reported to the Louisiana Department of Health and Hospitals (DHH) to date, according to its fourth surveillance report released today. One hundred and twenty-eight of those cases involved workers on oil rigs or workers involved in the oil spill clean-up efforts, while 34 were reported by the general public.

Tax Assistance:

 

** To help people in the Gulf Coast area dealing with tax issues, the IRS also announced a special assistance day on July 17 in seven cities. Taxpayers and tax preparers will be able to work directly with IRS employees to resolve tax issues, including specific topics related to the oil spill. The IRS will hold the Gulf Coast Assistance Day in four states:

  • Alabama: Mobile. 

  • Florida: Panama City and Pensacola. 

  • Louisiana: New Orleans, Houma and Baton Rouge.

  • Mississippi: Gulfport.

If you have been affected by the Oil Spill, you may be eligible for funds to help cover your losses. BP has set up a claims process and has begun to compensate individuals and business for loss and/or damages including property damages and loss of income.

 

Who

Both private individuals and businesses may file claims.

What

You may be eligible for compensation for loss of income (including for fishing and rental property), property damage or loss.

How

 

Claims may  be filed with BP in three ways:

1.     Call the BP Claims Line at 1-800-440-0858. The line is toll-free and available 24 hours a day, 7 days a week.

2.     File a claim online.  (See links to the claims form below this box.)

3.     Visit one of 22 BP claims centers listed below (scroll down to see locations in Louisiana).

For those who have already pursued  the BP claims process and are not satisfied with BP’s resolution, call the Coast Guard's National Pollution Fund Center (NPFC) at (800) 280-7118. 

 

To file a claim with the Coast Guard, you must first file a claim with BP. Both private individuals and businesses that have filed claims with BP that were either denied or not settled in 90 days may file claims by calling 1-800-280-7118.

How to Check Existing Claims

To check on the status of a claim or if you have not heard from a claim adjuster, call:

 1-800-573-8249 between 8 a.m. and 8 p.m. CDT, seven days a week. Be prepared to provide your name, address, and claim number.

 No person asserting a claim or receiving payment for interim benefits will be asked or required to sign a release or waive any rights to assert additional claims, to file an individual legal action, or to participate in other legal actions associated with the Deepwater Horizon incident.

Louisiana Awarded $10 Million Federal Grant for Oil Spill-Related Re-employment Services
 

Employment Grant: The Louisiana Workforce Commission has been awarded a $10 million grant to provide employment-related assistance and retraining for people who have lost their jobs because of the oil spill.

 

Grant services include: basic skills and job skills assessments, training and job placement assistance, services for people who have lost work as a direct result of the spill, such as shrimpers, and as an indirect result of the spill, such as those affected by the federal moratorium on some offshore drilling.

Mobile unit locations:

** NEW - (July 2, 2010) - The Louisiana Workforce Commission (LWC) will have mobile units open tomorrow, Saturday, July 3, and Monday, July 5, in Grand Isle and Cut Off to provide services for individuals affected by the oil spill in the Gulf of Mexico:

In Cut Off: Lafourche Parish Library, 16241 E. Main St., Cut Off. Open 8 a.m. - 4 p.m.

In Grand Isle: Grand Isle Community Center, 3811 La. 1, Grand Isle., Open 8 a.m. - 4 p.m.

A range of services will be offered, including assistance with applying for potential jobs that may become available due to the oil spill.

Workforce Commission services are offered at no cost to employers and participating job seekers.

** The Department of Social Services reminds those affected by the spill that they could be eligible for the regular Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps. To read the release, click here for the revised income & assets guideline limits.

The Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, offers longer-term food assistance by way of an Electronic Benefits Card (EBT) that recipients can use to purchase foods for the household to eat, such as breads and cereals; fruits and vegetables; meats, fish and poultry; and dairy products or to purchase seeds and plants which produce food for the household to eat. In some areas, restaurants can be authorized to accept regular SNAP benefits from qualified homeless, elderly, or disabled people in exchange for low-cost meals.

DSS recently issued an emergency rule that excludes lump sum insurance payments, payments from BP other than wages and business accounts from being counted toward an applicant’s resources.

    Louisiana Economic Development is offering free, one-on-one consultations with Small Business Association (SBA) assessing business economic injury, assistance with SBA Economic Injury Disaster Loan program and review of all options to ensure each business makes the right financial decisions.

     

    Business Recovery Centers are located at:

     

    Eligible small businesses include those engaged in shrimping, crabbing and oyster fishing in waters affected by the closure (employees or crew members are not small businesses and are not eligible); small businesses dependent on the catching or sale of shrimp, crabs and oysters and suppliers of fishing gear and fuel; docks, boatyards, processors, wholesalers, shippers, retailers and other small businesses dependent on revenue from fishing, recreational and sports-fishing small businesses, and coastal small businesses.

     

    For business owners who are unable to visit a center, they may obtain loan information and application forms by calling SBA's Customer Service Center at 800.659.2955 or  800.877.8339 for the hearing impaired, e-mailing disastercustomerservice@sba.gov, or visiting SBA's website at www.sba.gov/services/disasterassistance. They may also apply online using the electronic loan application on SBA's website at https://disasterloan.sba.gov/ela. (The deadline to apply for these loans is Feb. 7, 2011.)

     

    EIDL loans were activated in these 34 parishes: Acadia, Allen, Ascension, Assumption, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, Pointe Coupee, Rapides, St. Bernard, St. Charles, St. Helena, St. James, St. John the Baptist, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Vermilion, Washington, West Baton Rouge and West Feliciana parishes.     The goal of the Natural Resource Damage Assessment (NRDA) process under the Oil Pollution Act and the Louisiana Oil Spill Prevention and Response Act is to compensate the public for injuries to natural resources and their services as a result of an incident. Federal and State trustees act on behalf of the public to return natural resources and services to the condition they would have been in if the incident had not occurred, and to obtain compensation for interim losses of such natural resources and services through the restoration, rehabilitation, replacement or acquisition of equivalent natural resources and/or services.

    Below is a general scope of work for a potential needs assessment to be conducted in response to the oil spill and the need for local communities and the organizations that serve them to have timely, accurate information on the short and long term impact of the spill. Please share this with appropriate contacts that may have the capacity and willingness to take on such a project. This is an initial attempt to gain an understanding of the potential cost and means available to conduct this assessment. This is not a formal RFP or Solicitation.
